I was dowloading one program but at the end (99%) downloading stopped (0 B/s) only continues to upload ? What can I do ?

I was downloading GTA 4 then I stopped it for a little time but when I want to continue it to download the game, it don't download writes 0 B/s but only uploads ? What's the problem thank you.
